Was a surprise. All Youtube videos on 7.3L fuel pump replacement were on 7.3Ls without this device, which apparently is limited to the 1997 California 7.3L and is related to the two-pulse fuel injectors on this particular model and year. You MUST remove the turbo to get the fuel pump out if it has this device. Thought about just buying the Federal fuel lines and banjo bolt but this has to do with fuel injection...so went ahead and bought it. It required (best recollection) a 27 mm open end wrench and a vise to get the old one off.

Nothing wrong with the Dampener at all, except it needs to be sold in conjunction with the Sealing Crush Washer F6TZ-9160-AA, which isn't offered on this site. Had to get it from the dealer.
